Yes, this is just one of the revelations coming out of Captain America Comics #1, where Joe Simon and Jack Kirby introduce the Star-Spangled Avenger and his nemesis The Red Skull.  And there are backup stories, and get this - they're first appearances of major Marvel mythological concepts as well!
