Not just in Utah
I worked in juvenile facilities. Runaways and truants were locked up with other more dangerous youth. But staff presented the most danger. They had the keys and the power. Most of the staff were good and compassionate. But there were others who used their strength to harm, humiliate and take sexual advantage of the kids. Girls who made claims were ignored until the claims by numerous girls over time told the same story. The transportation officer would give “physical exams” before transporting them, fondling them in the process. We sought out law enforcement to investigate. We were just told to tell the man he could be fired or resign. He resigned and then went to work at a home for mentally disabled young people. I expect he continued. Usually when I girl reported sexual misconduct, a staff member would talk them out of it. They would question them until the girl would just give up…to just be left alone. I witnessed this and it still haunts me 40 years later.
