The lengthy August recess has come to a close, and Congress is back. We have an impeachment investigation, we have an expanded scope of that investigation, we have confrontations between the executive branch and the legislature, and we have all of the other work Congress is supposed to do——like budget issues and a National Defense Authorization Act.
