23 Victorian hospitals are still recovering from a major ransomware attack that cancelled appointments and delayed surgeries.
It follows a well established pattern of similar attacks in the US, in which dozens of local governments were locked out of their computer systems.
They keep happening, and most small organisations can't afford to protect themselves.
So is this just the new normal?
