Why did the ICMA create the credentialed manager program and does it measure competency? We discuss these issues and more in part 2 of my interview series with Castle Pines, Colorado city manager Michael Penny. Penny, who is a founding member of the American Association of Municipal Executives, has also been a member of the ICMA since 1995.  He has been actively involved with the ICMA credentialing process since 2013 and currently serves as the chairman of the ICMA Credentialing Advisory Board. He believes that the credential does not hold as much value within the profession as it should. Additionally, we explore whether Penny believes the credential is being weaponized against city managers, if the amount of experience required is excessive, and if it fairly values the military and private sector experiences of managers seeking to earn the designation.
