In the third and final installment of my interview series with Castle Pines City Manager Michael Penny, he shares his views on the recruitment and performance review processes and puts forth the idea that the American Association of Municipal Executives can assist city and county managers by influencing how these events are structured. Penny argues that candidates currently have little say in the recruitment process and do not have a seat at the table under the current paradigm. And he suggests that performance reviews are too often left open to a myriad of variables that disadvantage the executive.
