The story is twofold and told alternate weeks, firstly area USRB.GL51 has been invaded by an alien who can change the past for their mysterious and nefarious plans. Changing the past has a ripple effect on the remaining people as the alien reshapes the world to their own desires.
The second story is told from the perspective of an outside army base investigation into what was/is happening at area GL51. Set during a nuclear winter Jack has to figure out what happened and how he can help the occupants of USRB.GL51
