How about this project with federal and county inmates
DAS North Shore Yacht club 2013 to present This project began with urging of Desert Regional Recreation district in 2014 with then Supervisor Jeff Stone giving the Recreation district without funding to the Desert Regional Recreation district before Mr. Stone became State Senator. I being a member of U S Sailing and the Bay Area Association of Disabled Sailors along Inter Tribal Council formulated the attached plan. This was sent to then Press Secretary for Raul Ruiz CA 36th to Greg Rodriguez and his successor Hernan Quintas which now on file in the congressional office, also, I filedd the same plan as required by law to State Senator Jeff Stone’s office which was filed by his press secretary Glen Miller III. Due to Tribal Chairperson Mary Revolso of the Torres Martinez Tribe opting to grow 80 acres of medical marijuana in March 2015, I was told by Cheyenne Skintano of the Economic Developement for the tribe that they could not work with me. I then explored other avenues through the International Federation of Disabled Sailors and the global Access Association who said they would gladly work together to form a circuit for fully accessible sailing. Studies from the Center of Disease Control stated las year that 30% of the downwind population all the way to Oklahoma could have Respiratory Silicosis which cost $18,000 US dollars a month for a five year survivability rate under Medicaid which is MEDICAL which the California State Senators manage as trustees. Indio Nursing now has their first patient with others soon to follow as more commissioners retire on the Salton Sea study at a one-hundred thousand a year pension. There are now fifty projects for the Salton Sea and none have even been tried as a demonstration project. The Thirty five per cent unemployment rate continues in the region making fertile ground for Cartels to employ the same tactics as Vietnam in 1966 until the United States started a bootstrap program which helped the intelligence to discover where and when to interdict. Currently, this is not done. The two new national parks renovation was given to independent contractors from Arizona and the situation continues to deteriorate. There was some talk of a Desalinization plant on the Sea of Cortez which would help the Chinese owned grape industry and the hydroponic industry in Salton City and Calexico plus create jobs in Mexicali which is stopped by the party of Build A Wall. This also costs California to maintain a Brigade of National Guard in Los Alamos to supplement the border patrol under State Active duty which is now forty years old. The solution is doing the following: 1. because of the PCB contamination from the abandoned factories on the Mexican border which still pollute the Alamo River which has in turn spread to the Torres Martinez Tribe north shore Salton sea. I proposed an auger suction dredge which is still sitting in New Orleans after the oil bust forced Uruguay to walk away after paying half of the 1.5 million price in cash which was blocked by the past Salton Sea Comissioner and the State Senate even the dredge could be bought for $400,000 and use a Veterans in Business program(a partnership between the Veterans Administration and the Small Business Administration (SCORE 41000 Cook Street Palm Desert) to have an ongoing program to remove hazardous waste from the bottom of the Salton sea along creating better channels with safe reburial in nearby abandoned mine shafts which are still a problem for the park service and other agencies. This action would also lead to bird friendly vertical axis wind turbines like Urban Green Energy International in New York city to increase the oxygen level in the Salton Sea which has been used in Lake Skinner to alleviate the fish die off due lack of oxygen.The current dredge is a back hoe on a stripped down pontoon boat with another pontoon boat. The Coast Guard has deemed this arraignment unsafe but it is still approved. The second part would be a desalinization plant with a 30 kilometer pipeline to the new river. Deionized water from this plant could come across to provide necessary water safe for drinking and the ozone method in my area could be used to used in secondary treated water for washing of equipment with a fresh water induction to the northern part of the Salton Sea to lower salinity of the area to help brine shrimp return to the area. In my project you will see that I use a compressed earth building for a glamping center with the service area below ground. The vertical axis wind turbines along with the active car port with charging stations makes the project off grid capable. Also there is a grocery store to provide a missing element for Mecca as the Food for families is now distributed out of the Yacht Club. A voucher system could be set up for local produce and food products could be distributed. The other part of this project is the operation of a disabled fully accessible sailing which would linked with Challenged Sailors San Diego and the Bay Area Association of Disabled Sailors in San Francisco. This would complete a West Coast Paraolympic circuit for the 2024 games in Los Angelles. It would also mean a commuter rail linking Los Angelles making more events very accessible where as now the influx of vehicles for every event forces more problems. Each piece of the total plan could be a sustainable veteran owned business which would greatly improve the economy and offer Los Angeles alternate and venues for the olympic and paraolympic games with the venues to be used far into the future. I hope each of the candidates will come with a solution with action as there has been sixty years with no action. Thank you for reading my report.
