However, with China’s rise, a disruptive Russia, and hedging Middle Powers, it is widely agreed that the current liberal international order led by the United States is under strain. Given that the United States’ relative influence is not at the same level as it was during that of the post-Cold War “unipolar moment,” there is a need for a unifying construct in American foreign policy to meet the challenges of strategic competition.
