Strategic communication is a prerequisite for combating hybrid threats, as it comprises crisis communication, public relations, public diplomacy, civil preparedness, awareness, strengthening coordination, and the fight against disinformation.  The biggest challenge for governments and politicians is to inform their citizens and maintain the trust of their citizens . The biggest challenge for news organisations is to be able to present true and verified facts from reliable, trustworthy sources.
