Some “Teen Movies” only hit home with their target audience: teens. Most of those films come and go from theaters without a lot of fanfare. But once in a while a movie comes along with adorable characters and spectacular lines that live on forever, filed away under “Smarmy” in our vocabularies. In 1995, one skateboarding / stoner character won over audiences with his slightly buzzed kindness.
