Carcetti gets a crash course in how the city treats its' state witnesses. Cutty slaps a girl in his awkward return to Avon's crew. Shamrock doesn't realize that Robert's Rules of Order doesn't apply to the New Day Co-Op's protocol, which results in him getting yelled at by Stringer.
