The tribes of Israel were led by chiefs, who were surrounded by elders. All of these men were under the leadership of Moses. This would make up the leadership for Israel. Although the Israelite tribes were not founded on these men, in reality the foundation that made up society was family. However, the nuclear family could be broken down even more into marriage. Marriage between one man and one woman.
