If a someone comes to me to improve their hand speed, why on earth would I recommend students focus at least a third of their time on creativity when working on their rudiments, rather than doubling down on repetitions on the pad?
Because it leads to faster hands, while ALSO developing your creative freedom on the drums, that means you can actually USE those rudiments in your playing. (And it's more fun)
