Penn has written 5 books about the Golden State Killer Cases to document possible murders that are still unsolved as cold cases in the State of California. A multi-generational native of Sacramento where the notorious East Area Rapist lived, the criminal was always in the Sacramento area not far from Anne and all of the women he harmed.
