Many Hebrew Roots and One Law teachers read the Jerusalem Council as a decision to give non-Jewish Jesus-followers a Torah "starter pack" and expect them to become more and more observant as they learn the Torah in the synagogue each Shabbat. Is this the best way to read Acts 15? We don't think so.
