They've disarmed the states, & are powerful enough to keep them disarmed. That's when the USA initiates a war against Tri-Union, a sort of confederation in Europe. No weapons are used as they are outlawed by the World Organization. The idea then by the USA is to only do things that will irritate the Tri-Union to the point of surrender. Of course, there is retaliation. And counter-retaliation.
