Turkey hatches are so cyclical that it would make more sense to adjust the bag limit or stain seasons annually, if necessary, rather than implementing a 5 to 10-year plan.
Some states don’t even know how many turkeys they have, so an adaptive harvest management program would be near impossible, I’m sure
