With a $64 million civil judgment hanging over his head, Peter Rogan fled to Canada. He managed to fight extradition while living in a penthouse in Vancouver. Numerous legal battles over the tens of millions he owed the government happened back in Chicago while Edgewater Hospital sat idle and rotted. As the endless search for a developer dragged on, the neighborhood demanded the hospital be torn down.
