Culture of Risk avoidance vs Opportunity
Great focus and clear reporting. Taking responsibility for anything seems rare. Usually I find the culture of public service is total avoidance of risk and personal responsibility. In the private sector it is similar except it seems in construction. Instead it’s a case of ‘what can I get way with?’. Perhaps one lesson might be that the experienced District Surveyor of a previous era whose word was final was actually much less susceptible to corruption . ‘He’ (and it always was He in those days but certainly need not be today)would know his building regs inside out and would know if a slight variation was a problem or not. If he saw a problem ,and he would visit often to site, then you would have to correct it. No matter what. But he would also suggest how.No such authority exists today it seems. Would modern public service culture have such pragmatic yet tough authority? I doubt it.
