In the rare cases where it's unclear whether your movement is voluntary or forced, the GM makes the determination.” I grabbed this from archives of nethys. I’m not sure if you rule not swimming on your turn is voluntary sinking, but if not, Whit shouldn’t of provoked.Read full review »
