Pharaoh's hardened heart caused him to continually refuse to listen to Moses and Aaron's request to let the Children of Israel leave Egypt to serve YeHoVaH. Moses, as God to Pharaoh, and Aaron, as Moses' prophet, were instructed by YeHoVaH to perform miracles before Pharaoh. Egypt was a land where its society and people worshiped many gods and was ruled by a king who surrounded himself with magicians, sorcerers, and wise men. It was to this land that YeHoVaH designated Moses as a god and his brother Aaron a prophet. If in fact Pharaoh, king of Egypt, was considered to be a god, as stated by many, YeHoVaH elevated Moses to be his equal. Likewise, Aaron, Moses' spokesperson, was a counterpart to the magicians, sorcerers, and wise men who surrounded Pharaoh.
