Lord Browne of Ladyton is convenor of the Top Level Group. He served as parliamentary Under-Secretary of State, Northern Ireland Office 2001-03; Secretary of State for: Defence 2006-08, Scotland 2007-08 and was the Prime Minister's Special Envoy to Sri Lanka 2009. Bates Gill is director of SIPRI. Mary Kaldor is co-director of LSE Global Governance. Shirley Williams served as adviser on Nuclear Proliferation to prime minister Gordon Brown from 2007 to 2010. She served as leader of the Liberal Democrats in the House of Lords from 2001-2004. She is also Professor Emerita of Electoral Politics at the John F. Kennedy School of Government at Harvard University.
