Many Chinese cities have rolled out reforms of public health care systems. In particular, the reforms focus on outpatient medical insurance. Authorities say the reforms aim to better coordinate funds and expand the coverage of the insurances. They say the changes will benefit vulnerable people such as seniors and those living with chronic diseases. Is that really so? What did China try to achieve with this reform of its medical insurance?
