I think what is more accurate is that there were Senators who were worried about being punished by voters and many Republican House members were not. It’s not like any Republican Representative wanted to be punished. Minor phrasing but it does paint the House Republicans to be incompetent in that they wanted or didn’t care about being punished. Many House members voted as their constituents wanted. Also, “the day before he left office in January 2000”, I assume was intended to read, “January 2001”.”
