During the COVID-19 Public Health Emergency, the federal government and insurers implemented several measures to expand coverage options and better ensure ease of access to healthcare services. One of the most significant policies was the expansion of Medicaid programs and the requirement that individuals be continuously enrolled through the end of the PHE. The expanded eligibility ended when the PHE expired in May 2023, and the industry is reeling from the whiplash of coverage changes.
