Bedrijven luiden de noodklok: de industrie in Nederland staat onder grote druk. Fabrieken verdwijnen, leggen de productie stil of kunnen niet op eigen kracht hun uitstoot voldoende reduceren. Mag de Staat steun geven? En zo ja: hoe dan? Ik vraag het aan Melvin Könings. Hij werkte zes jaar bij het ministerie van Economische Zaken, daarna vier jaar bij de Europese Commissie en is inmiddels twintig jaar als senior-adviseur staatssteun verbonden aan adviesbureau Lysias.
