Item 2. Loose Ball. A loose ball is out of bounds when it touches a boundary line or anything that is on or outside such line,
including a player, an official, or a pylon.
Slowing down the Gurley fumble from last week on youtube, its pretty obvious Todd's fingers are in contact w the ball when he steps out. I keep hearing people say he fumbled before he got into the end zone so its a touchback. By rule, the ball is dead when it's touching a player which is out of bounds.
