Might better have cited the Churchill comment that America does the right thing after it has tried everything else. Se especially the work of anthropologist Mary Douglas On risk and danger. Malcom Gladwell wrote a good piece about this in the New Yorker not long after 9.11 and why people and countries tend to miss such things.”
