The penalty shootout in football has long been seen as problematic. It decides the game based on a small set of players rather than the entire team, and is seen by many as necessary but unsatisfying. Two La Trobe University economists attempted to assess a rule change - will moving the penalty shoot-out before extra-time improve footballers’ incentives, and as a result, resolve the game without the need to rely on the penalty shoot-out?
