“The whole point is NOT to have means testing - you porvide a "benefit" to ALL who meet simple criteria, age, location - NOT income, you pay taxes on income - means testing costs so much in adminstration - will cost 2 mil in admin to means test a 2 mil benefit - whats the point if all meet...”Read full review »
